Mid-season changes
- The biggest change over the winter was the transfer of former series runner-up Gianmaria Bruni from Alfa Romeo to Bugatti in a fairly scandalous poaching move. Alfa Romeo had failed to provide Bruni with a race-winning car in 2012, but he was still contracted for 2013 and 2014. The team initially filed a legal lawsuit, but failed in their bid for compensation to be paid by Bugatti.
- Bugatti's acquisition of Bruni to their ranks left Pedro de la Rosa out in the cold. De le Rosa had anticipated he would stay on for 2013, but instead found himself faced with a number of unfanciable drives, with all the top seats now taking. He ended up signing for Joest Racing, but continued to have his salary paid by Bugatti as part of his compensation package.
- Having begun last year racing in Formula Super B, James Rossiter got an unexpected chance to race again in FS1 for Audi, which earned him a new contract for the 2013 season.
- Marc Gene was on the move again during the winter, after failing to impress his employers at Lotus Racing, Gene signed for the Motori Moderni team.
- Giorgio Mondini moved across from the Motori Moderni team to Lotus Racing, having impressed last year.
- Robert Doornbos found himself surplus to requirements at Lotus Racing, and with no other front line drives available at the time, signed for the West team for the season.

- Formula Super B champion last season, Jules Bianchi was expected to spend a year testing for Alfa Romeo, before being promoted to a race seat in 2014. However, following Gianmaria Bruni's switch to Bugatti, Alfa Romeo wasted no time in promoting the young Frenchman to a race seat.
- Runner up to Bianchi, Stefan Mucke was signed up to race for the Lotus Racing team

- One time replacement driver Luis Diaz drove briefly in place of the suspended Mathias Lauda at the Austrian Grand Prix, but was unable to secure a race drive elsewhere, so reverted to his test driving duties at Alfa Romeo.
- Gabriele Tarquini announced his surprise retirement at the end of the 2012 season, despite having a contract in place for 2013. He spent the year in sabbatical, but was seen attending most of the Grands Prix as a guest of the Joest Racing team.
- Having been fired midway through last season by Lion Grand Prix, Armaan Ebrahim was unable to secure a drive elsewhere and left the series to return to the Formula Junior Renault series.
- Markus Winkelhock was fired mid-season by Audi, and made a move to the German Touring Car series.
- Jonny Reid broke his right leg whilst replacing Winkelhock, but was unable to secure a race drive with Audi for 2013, so reverted to a drive in the Formula Super B championship.

Mid-season changes
- Tempers flared between the Joest Racing team and their second driver, Michael Ammermuller after he was comprehensively outperformed in the first half of the season. Following statements against the team Ammermuller released in the press, he was fired after the British Grand Prix, and was replaced for the remainder of the season by experienced Formula Super B driver Allan McNish, who had previously been test driver for Audi.
